West Germany was a founding member of the European Community in 1967. In October 1990 East Germany merged with West Germany, and since then the enlarged Germany is a member of the European Community, which transformed itself into the European Union in November 1993. As part of Germany the EU contains the isle of Heligoland, which the United Kingdom traded with Germany for Zanzibar in 1890. However, Heligoland is out of the EU's customs and fiscal union, so the Heligolanders pay neither customs duties nor German excise duties and VAT. As a result, they contribute to German national payments to the EU's budget only through German direct taxes.
